Comprehensive Plan Update
Village of Victory, New York

Laberge Group was retained to research, develop and prepare an updated Comprehensive Plan. The team worked with community leaders, business interests and residents through a public participation process to understand and identify community strengths, weaknesses, opportunities and threats, and to prepare a recommended plan and implementation strategy.
The project components include:
- Inventory and analysis.
- Community visioning and goal setting.
- Geographic Information System mapping.
- Development of an implementation plan.
From the identified issues, the community developed the following key goals:
- Preserve and enhance existing residential neighborhoods.
- Develop a business friendly environment to retain and expand the Village's tax base and provide residents with a range of shopping and employment opportunities.
- Develop additional park space within the Village for recreational opportunities for residents and to enhance the Village as a visitor destination.
- Protect Fish Creek from pollution and ecological disturbances.
- Improve the appearance and conditions of Village streets and sidewalks.
