Local Economic Revitalization Plan

The Economic Revitalization Plan was commissioned by the Village Board, with funding provided by a grant through the Governor's Office for Small Cities. Laberge Group worked with the Economic Development Committee, assembled from the business and civic community, to create a Local Economic Revitalization Plan.
The purpose of the planning process was to identify opportunities to strengthen the local economy, create economic goals, and develop an action plan to achieve those goals. A public workshop identified the strengths, weaknesses, opportunities and threats to the economic well being of the Village. Strengths were identified as quality and level of services, including utilities and fire protection, advantageous location in Saratoga County, and high volume of traffic through the Village daily. Weaknesses include vacant buildings, poor condition of building facades, and lack of an anchor store or grocery store. Opportunities are the use of Empire Zones, multiple open lots for small business development and future expansion of SCA Tissue Company. Threats include the low tax rate on vacant properties, the lure/success of surrounding communities, and the traffic speed on Main Street.
A time-defined matrix with responsible parties, definitive activities, and milestones for achievement was developed to aid in implementation.
