NY 151 (Luther Road) Corridor Study

NY 151 in the Town of East Greenbush, Rensselaer County, is classified as an urban collector that runs from Broadway in the City of Rensselaer to NY 150 in the Town of Schodack. A multitude of community services developed in the segment of the study, including Columbia High School, Eden Park Nursing Home, East Greenbush Public Library and a new YMCA. In addition, growth in residential development has increased commuter traffic through the corridor, posing a safety threat to pedestrians and bicyclists and creating traffic control concerns at the high school entrance road.
Laberge Group developed a corridor study for NY 151 from Columbia High School to US Route 4 to address issues related to pedestrian safety and accommodation, traffic calming, bicycle accommodation and access management. The study developed conceptual designs, cost estimates and feasibility assessments of desired improvements such as installation of sidewalks, off-road trails, and/or connections, intersection reconfiguration, and speed management strategies. 
Providing a solution to the pedestrian circulation between the high school and the library/YMCA site was the primary issue addressed. Secondary issues were related to overall pedestrian accommodations and a circulation plan along NY 151 to US 4. Alternatives developed include construction of sidewalks along Luther Road and linking various institutional properties or creating connections and recreational trails off Luther Road. Tertiary issues involved traffic flow concerns, need for secondary access roads and a need for access management at the NY 151 intersection with US 4.
