Faced with the daunting task of addressing the closure of Plattsburgh Air Force Base, The Town of Plattsburgh turned to the Laberge Group for assistance with funding and updating the existing Comprehensive Land Use Plan. Laberge Group was successful in obtaining a $110,000 grant to fund the planning process and to address the dramatic changes that would result from the baseclosure. The plan not only looked at the area of the Air Base, but the entire town and surrounding vicinity to create an achievable plan to guide future growth. The loss of over 6,000 Air Force personnel and all the associated economic and social advantages they brought to the area had to be addressed in a plan to guide both redevelopment of not only of the Base itself but of the entire Town.

Working with a committee of 30 individuals representing various aspects of the community, Laberge Group helped bring consensus regarding what the plan would ultimately entail. The two year process resulted in a plan that was adopted by the Town Board and immediately implemented in the form of revised zoning and subdivision regulations prepared by Laberge Group for the Town's consideration.
