PLANNING & COMMUNITY DEVELOPMENT

Laberge Group has expertise in community master planning, zoning, and downtown and economic revitalization planning. The firm also serves as advisor to several planning boards on an on-going basis. Laberge Group provides grants preparation, program delivery, administration and management services to counties and local government agencies for planning initiatives, housing rehabilitation, water and sewer infrastructure, parks and recreation, emergency services, municipal buildings, roads, bridges, and bicycle and pedestrian paths, and geographic information systems.

 

 

PLANNING

Granville Comprehensive Plan

Development and Preparation of a Comprehensive Plan. The team worked with community leaders, business interests and residents through an extensive public participation process to understand and identify community strengths, weaknesses, opportunities and threats, and to prepare a recommended plan and implementation strategy. Key issues identified included the enhancement of municipal services, enhancement of economic opportunities, maintain the balance of land uses, development of a community identity, strengthen the manufacturing corridor, and provision of adequate and affordable senior housing opportunities.

Port Jervis Downtown Strategic Plan
Development of a Strategic Plan to provide the City of Port Jervis with the comprehensive revitalization “road map” and the tools needed to implement development strategies and projects that will enhance the city's declining Central Business District. The planning process included an assessment of the needs of the city, a full economic and market analysis, in-depth community visioning and participation, and the identification of specific goals and actions for local government, businesses and citizens to work toward as a collaborative team. The strategic plan is now serving as a downtown business plan and provides the foundation for positive growth and change. This project was funded in part by the Governor's Office for Small Cities.

Watervliet 19th Street Corridor Strategic Plan
After developing a successful grant application, Laberge Group assisted with the development of a strategic plan to revitalize the main commercial corridor in the City of Watervliet. The scope of work included a visual assessment of building conditions, housing stock, infrastructure, roadways, sidewalks and streetscapes; development of an economic and demographic inventory and analysis; facilitation of public workshops to ascertain the community assets and liabilities; and development of goals and actions for implementation of the plan. This project was funded in part by the Governor's Office for Small Cities.

Greenwich Main Street Revitalization Plan
Development and preparation of a strategic plan to coordinate efforts to revitalize the economic and business climate of Main Street. The Plan identified the key issues facing the Village and recommended specific goals and activities to restore long term vitality to the Village Main Street, such as pedestrian access, parking, lighting, signage, landscaping and advertising improvements. Goals and objectives were identified through an extensive public participation process that included public meetings and workshops, stakeholder interviews, and community business and consumer surveys. This project was funded in part by the Governor's Office for Small Cities.

 Fort Edward Economic Development Plan
Development and preparation of a Local Economic Development Plan - a unique strategy to deal with the challenges and opportunities facing the business environment town wide. The project team worked with a diverse group of local business representatives, community leaders, residents, and the public to identify the key issues facing the businesses of the Town and developed goals and actions to enhance the community's economic opportunities, including those for the existing industrial park, the major commercial corridor and agricultural based businesses. An extensive public participation process included public meetings and workshops, stakeholder interviews, and community business and consumer surveys. This project was funded in part by the Governor's Office for Small Cities.

Plattsburgh Comprehensive Plan Update
Formulation of new Town objectives, development of new Town Master Plan dealing with the proposed land uses for the former Plattsburgh Air Force Base and related land use changes off Base. Revisions to the Town Zoning Ordinances to conform with the new master plan were also made.

South Glen Falls Local Economic Revitalization Plan
Creation of a Local Economic Revitalization Plan to identify needs, establish goals, and recommend specific activities and funding sources to support the economic development of the Village. A time-defined matrix with responsible parties, definitive activities, and milestones for achievement has been developed to aid in implementation. The plan addresses market strengths and weaknesses, identifies what types of businesses are needed and which ones will thrive, and identifies any obstacles that may impede economic growth.

Beekman Zoning Update
Update zoning ordinance to preserve rural character, control rapid population growth, protect underground water supplies, preserve open spaces and prevent commercial sprawl.

Victory Comprehensive Plan Update
Research, develop and preparation of an updated Master Plan. The team worked with community leaders, business interests and residents through a public participation process to understand and identify community strengths, weaknesses, opportunities and threats, and to prepare a recommended plan and implementation strategy. Key issues identified included the enhancement of municipal services, creation of a community identity, development of a retail and commercial corridor, promotion of Village assets, and provision of adequate and affordable housing opportunities.

Congress Street Corridor Study
Land Use Planning Study to promote economic development, promote cohesive neighborhoods, and relieve automobile congestion as part of a citywide economic and master planning development program. The 2.1-mile project area was located along the Congress Street corridor extending from the Hudson River in downtown Troy through the Poesten Kill Gorge Historic District to the City/Brunswick Town Line. The plan focused on the creation of comprehensive concept development and implementation strategies for redevelopment of heavily trafficked urban, commercial and residential areas within the corridor.

Hoosick Comprehensive Plan
Research, develop and preparation of a Comprehensive Plan Update for this rural eastern New York community. The project team established a citizen based Project Advisory Committee and worked with community leaders, business interests and residents through an extensive public participation process to understand and identify the community’s vision for its future. Key issues identified included the extension of municipal services from the Village in order to create development opportunities, establishment and enhancement of economic opportunities, development of farmland protection mechanisms, and the continued protection and restoration of the natural resources.

Colonie Master Plan Update
Preparation of an updated Village-wide master plan working in concert with a master plan committee. The team worked with community leaders, business interests and residents through an extensive public participation process to understand the history of development, identify community goals, and prepare a recommended plan and implementation strategy.

East Greenbush Parks & Recreation Master Plan
Evaluation and assessment of all Town recreational facilities, identification of needed improvements including Hudson River waterfront access and sports fields.

COMMUNITY DEVELOPMENT

Kiryas Joel Poultry Processing Plant

Laberge Group assisted the Village through development of a successful $750,000 Community Development Block Grant application focused on the expansion of the Kiryas Joel Meat Market, Inc., a major industry in the community.

Kiryas Joel Emergency Services Command Center

Research, development and preparation of a $400,000 winning application providing the funding to develop and construct the Village's 5,800 square foot Emergency Services Command Center (ESCC). This facility will be the central location for the Village fire department, ambulance corps and constable patrol. The ESCC serves as the central coordinating facility when responding to village-wide emergencies, and also functions as a training facility and community room for emergency and protection-related activities.
