Laberge Group was retained to develop a Strategic Plan to provide the City of Port Jervis with a comprehensive revitalization “road map” and the tools needed to implement development strategies and projects that will enhance the city's declining Central Business District.

The planning process included an assessment of the needs of the city, a full economic and market analysis, in-depth community visioning and participation, and the identification of specific goals and actions for local government, businesses and citizens to work toward as a collaborative team.

The strategic plan is now serving as a downtown business plan and provides the foundation for positive growth and change. This project was funded in part by the Governor's Office for Small Cities.

This project was selected for the 2004 Outstanding Planning Award in the Comprehensive Planning Category by the Upstate New York Chapter of the American Planning Association.
